The Black Hand Military serves Sebastiano Di Ravello from Just Cause 3 and dictator Salvador Mendoza from Just Cause. Rico (The main Playable Character) wants to get answers about the connection between his late father and The Black Hand. He arrives in South America and meets with a native Mira Morales. She tells him about his father who is working on a science project named Illapa Project. According to her, it is a weather weapon which uses to control the Solis's people by Oscar Espinosa.

When he fails to deposition Espinosa and faces his private army which is under the control of Gabriela Morales. Rico makes his own army with Mira to take down the Illapa Project and end the regime of Espinosa. After it, he meets with 4 different people including Luis (Commander), Izzy (Hacker), Garlan King (Filmmaker), and Javi Huerta (Archeologist). He sets goals to fail The Black Hand's planning and destroy the cores of 4 prototype weather in Solis. He discovers that Miguel, Lanza, and Leon Espinosa worked on the weather-controlling project for a good purpose. After passing a few times, Espinosa alleged his father was wasting the money of his family. Suddenly his father died, and he makes a plan to sell out the technology of Illapa as a weapon to the highest bidder.
